Salary Range: $100,000 - $130,000

 

The Public Health Associations of North Carolina seek a leader to implement their missions, support their members, and lead their staff in a historic time in public health. The current Executive Director will be stepping away later this year. The boards of the associations have formed a search committee to facilitate a successful leadership transition. We seek the associations’ next Executive Director.

I.            A. PRIMARY PURPOSE OF POSITION:

The Executive Director serves as the chief staff executive of the three public health associations (North Carolina Alliance of Public Health Agencies, North Carolina Association of Local Health Directors and North Carolina Public Health Association).This position is responsible for representing the associations in a professional capacity that demonstrates the mission, vision, bylaws,and operating procedures adopted. This position acts as a spokesperson for the associations and maintains resources sufficient to ensure the financial health of the organizations.The Executive Director works with the associations’ officers and members to ensure their missions are fulfilled through programs, services, strategic planning, and relationship building. The Executive Director monitors laws, legislation, regulations, and policies that affect public health. The Executive Director works under the guidance of the associations’ boards of directors.


              B. WORK SCHEDULE:

The regular FT workday schedule is between the hours of 7:00 a.m. to 6:30 p.m. with flex start and end times to accommodate an employee’s needs and result in 7.5 hours worked. Employees will work Monday through Friday with a one- half hour unpaid lunch break. Our working hours constitute a 7.5-hour day or 37.5-hour workweek for FT employees.This work schedule is flexible dependent on a variety of considerations for after-hour events, meetings, travel, and other atypical demands.

              C. WORK LOCATION:

The Executive Director will need to live in the Raleigh area to be available for in-person connections with Raleigh Executive Staff, the NC General Assembly, and partners. The Executive Director will be expected to travel statewide occasionally and nationally for conferences at least once per year.

 

II.           A. DUTIES AND RESPONSIBILITIES:

GENERAL DUTIES

Governance

  • Provide support and direction to the associations’ boards of directors.

  • Provide orientation to new leadership of each association for continuity.

  • Oversee organization of boards of directors and committee meetings.

  • Perform other duties as assigned by the Association Presidents.

 

Public Relations

  • Oversee the associations’ public relations, support, and outreach.

  • Serve as principal contact for the associations.

  • Serve as the associations’ spokesperson to partners, the media, and the general public.

  • Oversee marketing and other communication efforts for each association.

GovernmentRelations

  • Lead the associations’ government relations efforts.

  • Coordinate legislative meetings with members.

  • Ensure registration and completion of all quarterly and annual reports as required by law as lobbyist and principal for the associations.

Member Services

  • Point of contact (or delegate to Executive Staff) for members of the associations.

  • Accessible to members after hours and on weekends, holidays, and days off.


Management

  • Supervise, organize, direct, and coordinate administration of the eight employees currently onExecutive Staff, including staff organization, delegation of individual responsibilities, and performance evaluation processes.

  • Manage contracts and work flow for independent contractors supporting the associations, including but not limited to lobbyists, grant management support, and grant technical assistants.

Finance

  • Responsible for the fiscal integrity of the associations. Present along with finance director proposed annual budgets and monthly/quarterly financial statements to the boards of directors, which accurately reflect the financial condition of the organizations.

  • Responsible for fiscal managemen tthat generally anticipates operating within the approved budgets, ensures maximum resource utilization, and maintains the organizations’ positive financial positions.

  • Responsible for assuring fundraising and development of resources necessary to support the associations’ missions.

  • Plan and operate within the annual budgets for each association.

  • Oversee the fiscal resources of the three associations, including management of yearly operating budgets, assessment of dues, and acquisition and retention of assets.

Legal

  • Prepare working documents for the use of the boards of directors and members.

  • Review and approve contracts for services.

  • Point of contact for attorneys as needed.

  • Work with legal and accounting professionals to evaluate and make recommendations regarding the IRS status of each organization, and structure and effectiveness of collaborative model.

Policy

  • Work closely with the associations’ boards of directors to seek their involvement in policy decisions to increase the overall visibility of the associations throughout the state.

  • Recommend and participate in the development of plans, programs, services, and policy development.

  • Implement the mission, goals, and policies of the associations.

Strategy

  • Conceptualize the associations’ entry in to new areas of endeavor.

  • Coordinate, track, and implement strategic planning for each association in partnership with operations officers.

  • Establish and maintain relationships with various organizations throughout the state and utilize those relationships to strategically enhance the associations’ missions.

  • Create a collective and aligned vision incorporating all three organizations for elevating and enhancing local public health in North Carolina. Work with respective organization leaders and boards to identify a shared vision, collective goals, and aligned strategies that support each organization's individual missionas well as promotes local public health interests as a whole. Operationalize the collective vision, goals, and strategies through an actionable plan with timeline, benchmarks, and monitoring of progress. Oversee the implementation of strategies and plans by the respective organization operations officers and assistas needed.

ASSOCIATION DUTIES

North Carolina Association of Local Health Directors

  • Possess and continuously develop a strong understanding of public health functions and how each critical function aligns with distinct areas of operational effectiveness. This includes identifying patterns and relationships between local, state, and federal programs and understanding the systems contributing to public health problems and identifying high-impact intervention options.

  • Analyze relationships, identify areas for additional partnerships, and explore the public health continuum to better serve local agencies and collectively impact population health.

  • Scale strategies and advocacy to help sustain local public health.

  • Diplomatically and effectively convey public health messages that resonate with audiences inside and outside of public health.

  • Lobby for the association.

  • Lead policy engagement and advocacy on behalf of local public health.This position acts as chief diplomat for the local health directors conveying information in their best interest. This position requires professional interactions with local, state, and federal policymakers and stakeholders.

 

On behalf of NCALHD:

  • Facilitate the association’s determination of legislative advocacy priorities.

  • Lead regulatory and legislative funding initiatives.

  • Renewandbuildlegislativerelationships.

  • Coordinate strategic progression and navigation for the association.

    • Lead action plan development for the association.

    • Facilitate action prioritization and implement/execute approved initiatives.

  • Work with NCALHD Operations Officer to plan monthly meetings and agendas.

  • Serve as List-Serve Administrator.


North Carolina Alliance of Public Health Agencies

  • Oversee and implement appropriate resources to ensure the operations of the NCAPHA are within the guidelines and expectations of the board.

  • Responsible for the hiring and retention of competent, qualified staff.

  • Supervise, evaluate, and collaborate with Executive Staff.

  • Oversee the Cost Settlement Program, including legal and financial aspects of the program.

  • Responsible as the authorized representative for agreements, contracts, and other instruments made and entered into on behalf of the organization.

  • Work with the NCAPHA Operations Officer to facilitate strategic planning and implementation.

  • Establish employment and administrative policies and procedures for all functions and day-to-day operations.

  • Explore opportunities for new lines of service, including legal and financial considerations.

North Carolina Public Health Association

  • Assist with setting legislative priorities and lead policy engagement on behalf of NCPHA.

  • Lobby for the association.

  • Scale strategies and advocacy to help sustain local public health.

  • Diplomatically and effectively convey public health messages that resonate with audiences inside and outside of public health.

  • Lead policy engagement and advocacy on behalf of public health. This position acts as chief diplomat for NCPHA conveying information in its best interests. This position requires professional interactions with local, state, and federal policymakers and stakeholders.

 

On behalf of NCPHA:

  • Facilitate the association’s determination of legislative advocacy priorities.

  • Lead regulatory and legislative funding initiatives.

  • Provide oversight and input into the NCPHA strategic planning process.

  • Work with NCPHA Operations Officer to plan quarterly meeting agendas, agend as for NCPHA spring and fall conferences, the Emerging Leaders Program, and other educational opportunities offered by NCPHA.

  • Coordinate with NCPHA Operations Officer to secure sponsorships, exhibitors, and new organizational members.

  • Analyze relationships and identify additional partnerships.

II.                B. OTHER POSITION CHARACTERISTICS:

  1. Instruction and Supervision Received by Employee:


Position operates independently with direct supervision from the Governance Committee,which consists of the three Association Presidents. Work is performed independently, however, direction and input are received from the Governance Committee as needed (and at least on a quarterly basis). This position will be evaluated initially at six (6) months and then annually upon anniversary of employment. The evaluation will be based on performance and progress toward identified deliverables. The Governance Committee will conduct the annual evaluation with input from their respective organizations’ officers. Coaching and mentoring may occur by members or other identified partners, as needed.

  1. Variety and Purpose of Personal Contacts:

Daily contact with NCAPHA Executive Staff.Regular contact with independent contractors supporting the associations, NCALHD, NCAPHA and NCPHA board members, general memberships, North Carolina Division of Public Health staff, and other partners.

  1. Physical Effort:

Must be physically able to perform job duties, walking, standing, sitting, lifting, and driving a car.

  1. Work Environment and Conditions:

Hazards are considered to be at a minimum. Machines, tools, instruments, equipment, and materials used:

Use of computer, copier, postage machine, fax machine, cell phone, shredder, and calculator.

  1. Visual Attention, Mental Concentration, and Manipulative Skills:

The majority of the duties of this position require strong visual attention,mental concentration, and manipulative skills.

  1. Dynamics of Work:

Daily changes are a part of this position. Each day new problems will arise, and new policies and procedures must follow. Responding to situations involving emerging public health topics, filling vacancies, training new employees, and coordinating the flow of work for the organizations is crucial.


III.          KNOWLEDGE, SKILLS, ABILITIES, TRAINING AND EXPERIENCE REQUIREMENTS:

Required Minimum Training and Experience:

  1. Master’s degree in related area of business and/or policy management (i.e. Business Administration, Public Administration, Public Policy, Public Health Administration.)

  2. Minimum two (2) years of experience at the executive level; experience in Public Health Administration or regulatory programs preferred.

  3. Experience working with executive boards.

  4. Excellent written and verbal communication skills.

  5. Experience in legislative partnerships and advocacy.

  6. Experience working in government relations and lobbying.

  7. Should be independent self-starter with ability to handle multipletasks while effectively prioritizing each through completion.

  8. Ability to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.
