Hiring Salary Range:$63,401 - $95,283

Pay Grade: 80, Exempt

Work Schedule/Requirements: Generally Monday - Friday 8am -5pm

Primary job function and duties:

This position oversees and directs all activities of a consolidated human services agency and is responsible for implementing and fulfilling the DSS Director/Health Director mandates as outline in the North Carolina General Statutes.  This position administers the social services and public health programs within the county, including, but not limited to:  fiscal operations, enforcement of federal, state and local policies, enforcement of state law and local ordinances and personnel.  This position requires managing and monitoring the fiscal operations of the agency, work performance of senior supervisors, evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staff for the agency.  Develops relationships with all County departments as well as community leaders individually and collectively and attends various committee and board functions.  Supports an advisory committee by developing and presenting agendas, presenting agency issues and updates and meeting collectively with members.  Makes presentations to the County Board of Commissioners, Human Services Advisory Committee, community groups and staff.  Has thorough knowledge of local, state, and federal law, ordinances, and requirements affecting human services programs

Position Supervises:  Assistant Human Services Director,  Administrative Officer, Animal Shelter Manager, Environmental Health Supervisor, DSS Attorney

   

Minimum Qualifications:

-      Education and Experience -Master’s Degree in a human services related field and seven years’ experience working in DSS/Health/Human Services with a requirement that four of those seven years be in supervision/management.  Bachelor’s degree in a human related field with nine years’ experience working in DSS/Health/Human Services with six of those years in supervision/management.; or an equivalent amount of education and experience.

-      Broad Working Knowledge – of all public assistance programs and services available through DSS & Public Health in North Carolina, as well as NC FAST 

-      Strong Management Skills – Must be able to assess information and make decisions on personnel issues as well as program/policy issues independently.  Must be able to have a vision and look as “big picture” impact when making decisions for the entire agency.  Must be able to multi-task and make effective decisions in multiple program areas

-      Effective Communication Skills – Must be able to communicate and establish effective working relationships with County administration, fellow department directors, agency management team, employees and community partners.

-      Computer Skills – including Microsoft Office software package, as well as the ability to operate copier and FAX machine.

-      Valid  North Carolina Driver’s License

-      Physical Requirement – the ability to sit for extended periods of time, viewing a computer monitor and using a keyboard and mouse.  Walking, standing, driving to and attending meetings and trainings.  Occasional lifting up to 25 pounds.

 

Preferred Qualifications:

-      Professional management work experience in local and state government and have a sound understanding of how North Carolina public assistance and public health programs are administered in the counties while complying with State and Federal polices and procedures.
