Public Health Nurse

General Statement of Duties

The Public Health Nurse is a member of the Public Health team and assists in the care of patients and clinic activities.

Distinguishing Features of the Position

The position is responsible for working with school personnel in assigned schools in administering and managing school health services.

 

Duties and Responsibilities

Essential Duties and Tasks

Administration/Joint Planning for School Health

v  Coordinate school health efforts between the LHD and all LEAs and schools in Polk County.

v  Conduct ongoing evaluation of cooperative efforts and collaborate on needed changes.

v  Serve as the LHD liaison for the School Health Nursing Program in all LEAs and schools in Polk County.

v  Participate in the LEA School Health Advisory Committee (SHAC).

 

Communicable Disease

v  Coordinate shared activities related to COVID-19 testing programs in schools and related response to test results and mitigation efforts.

v  Coordinate investigation and/or follow-up of other reportable communicable disease events.

v  Participate in procedure development for response to communicable disease outbreaks in schools.

v  Coordinate local media response in conjunction with school administration regarding communicable disease events and efforts in K-12 schools.

 

School Site Vaccine Administration Opportunities

v  Provide Vaccine Information Statements (VIS) to schools and encourage on-site clinic opportunities.

v  Coordinate vaccine, medical supplies, and documentation supplies as needed for clinics when scheduled.

v  Assure completion of administration processes related to vaccines through data entry. D.   OSHA Compliance Program

v  Coordinate the availability of OSHA-required vaccines for identified school staff through LHD clinics and the billing of LEA for required services.

v  Act as a resource to the Lead Nurses/designees for OSHA Blood Born Pathogens training and incidents in schools.

 

Professional Development

v  Include local school nurses in educational and workshop opportunities related to school health program needs.

v  Ensure initial training and annual updates are provided for local school nurses on their duties regarding county disaster response.

 

v  Privacy Protection

v  Facilitate ‘read only’ access to the North Carolina Immunization Registry for county school nurses.

v  Ensure local school nurses have reviewed and signed the LHD Annual Confidentiality Statement.

v  Act as a resource in ensuring compliance with HIPAA and FERPA in coordinated activities.

 

Other Duties

v  Performs other duties as assigned.

KSA’s and Minimum Requirements

Knowledge, Skills, and Abilities

Basic knowledge of, and skill in, the application of nursing theory, principles, and techniques employed in the field of public health and related programs; understanding of best practices, safety standards, and therapeutic outcomes related to the specific area(s) of practice; working knowledge of current social and economic problems relating to public health, including health disparities; working knowledge of available resources and organizations; ability to deal tactfully with others and to exercise good judgment in appraising situations and making decisions; ability to work in partnership with patients and with other service providers to elicit needed information and to maintain effective working relationships; ability to accurately record services rendered and to interpret and explain records, reports and medical instructions; some ability to oversee the work of others; adequate computer skills to allow communication, patient record documentation, accessing information.

 

Minimum Requirements and Experience

v  Associate Degree Nursing required, Bachelor’s or Master’s Degree in Nursing preferred.

v  Current NC Registered Nurse license required.

v  Successful pre-employment drug screen.

v  Successful criminal Background check.

 

Physical Requirements

The ability to perform all duties associated with the position including, but not limited to lifting, prolonged standing, driving, sitting, bending, stooping, and operating or performing work with associated tools and machines.
