NCAPHA IS ACTIVELY RECRUITING FOR A TEMPORARY PUBLIC HEALTH NURSE TO BE PLACED AT THE BRUNSWICK COUNTY HEALTH DEPT.
TITLE: Public Health Nurse 1/School Liaison
Intermediate level professional nursing work in the coordination of COVID-19 screening, testing, and vaccine administration efforts, and in coordinating other school health/public health services. Duties are performed with a degree of independence within the framework of standard routines, policies, and procedures. Supervision is received from the Nursing Director, who reviews work through analysis of reports and periodic conferences.
Employee is subject to the usual hazards associated with nursing work, including potential exposure to communicable diseases and bloodborne pathogens. Employee must exercise considerable tact, courtesy, discretion, firmness and fairness in contact with the public.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Coordinate’s school health efforts between the Health Department and all schools in the county.
Conducts ongoing evaluations of cooperative efforts and collaborates on needed changes.
Serves as the Health Department liaison for the School Health Nursing Program in all schools in the county.
Participates in the School Health Advisory Committee (SHAC).
Coordinates shared activities related to COVID-19 testing programs in schools and related response to test results and mitigation efforts.
Coordinates investigations and/or follow-up of other reportable communicable disease events.
Participates in procedure development for response to communicable disease outbreaks in schools.
Coordinates local media response in conjunction with school administration regarding communicable disease events and efforts in K-12 schools.
Provides Vaccine Information Statements (VIS) to schools and encourage on-site clinic opportunities.
Coordinates vaccine, medical supplies, and documentation supplies as needed for clinics when scheduled.
Assures completion of administration processes related to vaccines through data entry.
Coordinates the availability of OSHA-required vaccines for identified school staff through Health Department clinics and the billing of schools for required services.
Acts as a resource to the Lead Nurses/designees for OSHA Bloodborne Pathogens training and incidents in schools.
Includes local school nurses in educational and workshop opportunities related to school health program needs.
Ensures initial training and annual updates are provided for local school nurses on their duties regarding county disaster response.
Facilitates ‘read only’ access to the North Carolina Immunization Registry for county school nurses.
Ensures local school nurses have reviewed and signed the Health Department Annual Confidentiality Statement.
Acts as a resource in ensuring compliance with HIPAA and FERPA in coordinated activities.
Attends workshops needed to update skills; attends continuing education offerings referenced for bioterrorism events.
Coordinates educational needs with Health Educator.
Refers personnel concerns to Director of Nursing.
Performs bi-weekly time sheets; records time spent in areas of work; records leave.
Attends monthly Personal Health Team meetings and COVID meetings.
Refers to policies and procedures manuals forNC Communicable Disease Manual, State public health law, standing orders, standing procedures, doctors’ orders, and county and departmental policy.
Operates a county vehicle, a variety of office equipment such as telephone, copier, computer, etc. and a variety of health equipment such as sphygmomanometer, needles and syringes, stethoscope, etc.
Uses office supplies and medical supplies such as wristwatch, vaccines, blood pressure cuff, etc.
Interacts and communicates with patients, the general public, clinic staff and doctors, Director of Nursing, staff, clerical staff, interpreter, and Health Educator.
Performs chart maintenance; adds notes and flow sheets as needed; files reports.
Submits leave and travel requests/reimbursement; completes time sheets.
Participate in the duties of disaster shelters as needed.
Performs other related work as required.
MINIMUM TRAINING AND EXPERIENCE
Bachelor’s degree in nursing, or graduation from an accredited school of nursing, and one year of professional nursing experience, or an equivalent combination of training and experience.
Must possess North Carolina RN License.
Must possess a valid driver’s license.
CPR Certification required.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machinery and equipment, including computers, typewriters, calculators, copiers, facsimile machines, scales, sphygmomanometers, stethoscopes, etc. Must be able to exert up to 35 pounds of force occasionally, and/or up to 15 pounds of force frequently, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical demand requirements are for Light to Medium Work.
Data Conception:Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar or divergent from obvious standards) of data, people or things.
Interpersonal Communication:Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments or directions to assistants.
Language Ability:Requires the ability to read a variety of reports, correspondence, invoices, forms, records, etc. Requires the ability to prepare correspondence, reports, forms, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak before groups of people with poise, voice control and confidence.
Intelligence:Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.
Verbal Aptitude:Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in Standard English and in medical, psychological, and adult development terminology.
Numerical Aptitude:Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages.
Form/Spatial Aptitude:Requires the ability to inspect items for proper length, width and shape.
Motor Coordination:Requires the ability to coordinate hands and eyes rapidly and accurately in using medical equipment.
Manual Dexterity:Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, night vision, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.
Interpersonal Temperament:Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing work under some stress and when confronted with emergency situations.
Physical Communication:Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via a telephone.
