The Orange County Health Department has an opening for a part-time PHN II-Preparedness Coordinator. This is a part-time 24 hours per week, benefited position. This position reviews and revises Orange County Health Department's Public Health Emergency Operation Plans through coordination with local, regional, State, and Federal response agencies and exercises and evaluates emergency plans through collaboration with partner agencies. This position will also assist in the overall surveillance and investigation into communicable disease cases within Orange County as part of the Communicable Disease team.

Coordinates agency emergency preparedness activities including development and maintenance of emergency plans and equipment.
Maintains public health pandemic plans and Strategic National Stockpile plans and assists with related training and exercises.
Ensure timely and accurate submission of Orange County Health Department deliverables for fulfillment of the department's obligations under the contract agreement with NC Preparedness and Response Branch of the Division of Public Health.

Investigates, manages, and reports communicable diseases and conditions. Maintains records, including timely entry into the North Carolina Immunization Registry (NCIR) and the North Carolina Electronic Disease Surveillance System (NCEDSS). Serves as resource for communicable disease issues. Participates in outbreak investigations and management.
Assists in Infection Control and Blood Borne Pathogen management.
Assists with development and maintenance of policies and procedures and standing orders.
Coordinate Public Health Preparedness with County and Municipal Partners.
Attend various meetings to further enhance emergency preparedness capabilities and to meet contractual obligations as required.
Assignments are provided by defining objectives, priorities, and deadlines. Additional assistance is provided for unusual situations that do not have clear precedents. This classification typically does not supervise.
Distinguishing Factors
This classification is distinguished from the Public Health Nurse I classification by the level of independence associated with the work and the responsibilities for providing community outreach services.



Knowledge, Skills, Abilities
Knowledge of the principles and practices of public health, public health nursing, and disaster planning.
Knowledge of relevant department, local, state and federal laws and regulations.
Knowledge of public health laws pertaining to communicable diseases, sexually transmitted diseases, and immunizations.
Knowledge of vaccine administration, storage, transport, and contraindications.
Knowledge of the dangers inherent in and the precautions to be taken in the use of drugs and other medication.
Knowledge of current pharmacy laws pertaining to health department pharmacy and dispensing by nurses in health department programs.
Knowledge of vaccine administration, storage, transport, and contraindications.
Knowledge of universal precautions, CPR, basic life support and first aid, and emergency medical procedures.
Skill in decision-making and problem solving.
Skill in operating standard and emergency medical equipment such as a stethoscope, blood pressure cuff, and needles/syringes.

Skill in presenting to groups.

Minimum Qualifications
Requires any combination of education and experience equivalent to graduation from a four-year college or university with a B.S. in Nursing which includes a Public Health Nursing rotation and two (2) years of Public Health nursing experience; or 

Master's in Public Health and graduation from a school of professional nursing and two (2) years of professional nursing experience; or

Graduation from a school of professional nursing and three (3) ears of professional nursing experience including two (2) years of Public Health nursing experience. 

Must possess a current license to practice as a Registered Nurse in North Carolina by the N. C. Board of Nursing. 

Requires possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.



Must be able to physically perform the basic life operational support functions of standing, sitting, pushing, walking, bending, pulling, stooping, kneeling, lifting, carrying, fingering, grasping, reaching, talking, hearing, handling and repetitive motions of the hands/wrist/feet.
Ability to perform light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects.
Must possess the visual acuity to perform extensive reading and operate a computer terminal. 
Worker is subject to inside and outside environmental conditions.
