Job Class Title: Program Support Specialist
Department: HHSA –Public Health Services Division
Work Schedule: M-F, Some extended, evening, and/or weekend hours
FLSA Classification: Part-Time Temporary
General Statement of Duties
The primary purpose the Program Support Specialist with the Polk County Health and Human Services Agency (HHSA) is to assist the public health program staff with daily operation functions related to the agency. The position will accomplish this by providing technical assistance to public health staff so they can enhance and expand support for public health initiatives to promote, prevent, and protect the public from disease and illness.
Distinguishing Features of the Position
This position is collecting an organizing data and information related to the coordination and all population health programs, activities and staff at centers. This position requires experience in data assessment, digital organizational skills, presentation preparation, public health information dissemination. This position reports to the Public Health Manager and will be required to submit regular reports and maintain accurate records.
Duties and Responsibilities
• Collects both physical and digital information for program reporting and assessment. • Properly stores data in files for access by appropriate staff. • Helps to disseminate public health information, program materials, and aid in the preparation of presentations.
• Performs record keeping and general and program-specific clerical functions for the purpose of supporting assigned administrators with necessary materials.
• Processes documents and materials to disseminate information in compliance with the program, county, state, and/or federal requirements.
• Photocopies and/or scans documentation, records, etc., that is necessary for agency purposes.
Recruitment and Selection Guidelines
Knowledge, Skills and Abilities
• Knowledge of public health programs pertaining to communicable diseases, immunizations and public health preparedness, epidemiology
• Skill in program design, implementation and evaluation;
• Knowledge of County ordinances and department policies and procedures;
• Knowledge of principles and practices of population health;
• Rules, regulations and ordinances pertaining to population health programs and facilities.
• Identifying community population health needs and recommending alternative or enhanced programs;
• Preparing clear, concise and complete reports and other written correspondence;
• Establishing and maintaining effective working relationships with those contacted in the course of the work.
• Project management experience
Desirable Education and Experience
• Bachelor of Science in Human Services, Nursing or Public Health and (3) three years of public health experience planning and managing programs and staff; or Master's Degree with (1) one year of experience planning and managing programs and staff; or An equivalent combination of education and experience; and Valid North Carolina Driver License. Preferred experience includes registered nursing, management, public health and communicable disease control.
• Considerable experience in community service work with at least 2 year of experience in the human service field, education, public health, or healthcare.
• 2 years of program support experience
• Experience working with non-profits and government organizations.
• Reliable Transportation
• Valid Driver’s License
• Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, and Excel)
• Able to work nights and weekends
• Able to travel
• Master’s Degree in public administration, nursing, public health, education, healthcare or other closely related field from an accredited institution.
• 5+ years of experience in community service work with at least 3 years of health and human service field, education, public health, or healthcare.
• Working knowledge of Polk County and/or Western North Carolina
Physical Activities and Requirements
The physical activities for this position are: Stooping, kneeling, crouching, reaching, lifting, standing, walking, fingering, grasping, talking, writing, and hearing. Some lifting of 50 LBS and light driving. Must possess the visual acuity to prepare and analyze data and figures, operate a computer, and perform visual inspections.
