General Definition of Work
Performs difficult advanced human support work in the development and presentation of public health education programs, seeking funding opportunities to support health and wellness programming efforts, collaborating with community partners to improve the health of the community, preparing and maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Local Health Director. Continuous supervision is exercised over Public Health Education Specialists.

Essential Functions
Oversees the day-to-day functions of the Health Education Program and serves as the lead staff member (in conjunction with the Health Director) in assessing the status of community health for County citizens.
Assists in the recruitment and selection of division personnel; develops schedules; assigns, directs and inspects the work of personnel; coaches, counsels, disciplines and evaluates the work of assigned personnel; recommends transfers, promotions, demotions, suspensions and terminations.
Supervises and provides leadership with planning, implementing, and evaluating evidence-based community health initiatives and public health practices.
Prepares the annual program budget; monitors expenditures.
Develops and conducts surveys to evaluate service and program outcomes for effectiveness.
Prepares reports and other types of correspondence; prepares and maintains files and records; disseminates reports.
Serves as the leader of the Division's Organizational Performance Committee.
Serves on various boards and committees as required.
Collaborates with community stakeholders, residents, agencies and businesses to inform the community about the Community Health Assessment Process.
Gathers primary health services data through surveys.
Collaborates with local and State partners to conduct, fund and create the Community Health Assessment document.
Researches and prepares grant applications.
Serves as the Department's Coordinator for the County Citizens Academy to promote departmental services and programs.
Reviews and revises Health Education Program policies and procedures and ensures that all staff members follow necessary protocol.
Serves as the Public Information Officer for the Health and Human Services Department; provides educational material to various agencies, and media venues.
Contributes information to the Division's Facebook Page.
Makes presentations to community groups on various health topics.
Conducts health classes, such as smoking cessation, etc., for the general public.
Knowledge, Skills and Abilities
Thorough knowledge of department policies and procedures; thorough knowledge of the functions of community health agencies; thorough knowledge of methods and techniques used in preparing and disseminating educational information and programs; thorough knowledge of the texts, publications and manuals applicable to area of assignment; comprehensive knowledge in preparing reports and other types of correspondence; comprehensive knowledge in the use of standard office equipment and associated software (e.g. Google Drive); comprehensive knowledge in the use of the equipment required for the position; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to multi-task; ability to present ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with the general public, educational and community organizations and departmental staff.
Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking and lifting and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to fumes or airborne particles, exposure to outdoor weather conditions and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
Education and Experience
Bachelor's degree with coursework in public health, or related field and considerable experience in public health education, or equivalent combination of education and experience.
Special Requirements
Complete HIPPA/OSHA, FEMA, and Title X Mandatory Child Abuse & Human Trafficking training within six months of hire.
Valid driver's license in the State of North Carolina.

Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
